Under becoming a National carrier there is a complex of tasks for the joint-stock company “Kaztemirtrans” determined by the strategy of development of the company. With the purposes of improvement of all technology of transportation process with differentiation of functions between the operator of a main network, carrier, operator locomotive draft and forwarding companies, and also step-by-step improvement of processes of interaction of the joint-stock company “Kaztemirtrans”in frameworks of the pilot project since December, 2004 has been carried out transportations of cargoes on separately taken routes.

For the first time the pilot project was developed and introduced on two routes: Zhaman-Aschi-Zhanaaul and Sarykum-Zhanaaul. In 2006 the number of routes had grown up to six added to existing: Karazhal-Zhanaaul, Enbekshilder-Zhanaaul, Suukbulak-Zhanaaul and Maylin-Zhanaaul. During the period since December of last year till today the large organizational work was done, the contracts on purchase of services of a main railway network and locomotive draft were made. For rationalization and ordering of work the joint-stock company “Kaztemirtrans” has developed the regulations of interaction of structural divisions with the joint-stock company “NC”KTZh” and the joint-stock company "Locomotive", and also contracts on organization of transportations with the forwarding agents.

From the moment of loading a cargo the joint-stock company “Kaztemirtrans”, as a carrier realizes a part of functions in initial and final operations such as application for submission of cars, reception of a cargo in the commercial relation, the registration of the transportation documents, accounts with TechPD, and also provides the control of movement of cars and calculation of locomotive-hours during being on route.

Besides the work with consignors of goods and forwarding companies under the concluded contracts of transportation is conducted, the financial plan of mutual reckonings for the transported cargo is fulfilled.

At the present moment the active work on starting of additional routes is conducted.

The analysis of realization of the pilot project on realization of carrier functions the joint-stock company “Kaztemirtrans” has shown the positive parties of the project, such as significant reduction of delivery terms of cargoes, decreasing the releases of loaded cars during being on route and 100 % realization of the applications of consignors of goods on loading cargoes.

Taking into account the growing of requirements to the transport from the direction of the cargo owners and also for realization of changing to use new effective technologies of transportation of cargoes for organization of piggyback transportations the joint-stock company “Kaztemirtrans” has carried out the purchase of 50 units of the specialized platforms of model 13-4095 intended for loading lorry convoys without release of semitrailer with tractor lorries.

Under formation of a piggyback train the transportation of lorry convoys with perishable cargoes and consumer goods is supposed till destination without rearrangement during being on route. Thus, of piggyback transportation, as a kind of the combined transportations are the most effective product of interaction of railway and motor transport.

The foreign experience of realization of piggyback transportations testifies to benefit of such transportations both for auto transportation and for railway transportation. Under piggyback transportations there are following advantages to all participants of transportation:

1. Auto transportaters can speed up a circulation of the rolling-stock and lower the operational expenses for transportation.
2. The railway transportation with the help of piggyback technology can involve additional volumes of transportations.
3. Loading lorry convoys on the given platforms the installation of the expensive shifting equipment is not required, the operational expenses are rather low as loading (unloading) on platforms of lorry convoys, automobiles, tractors and trailers is carried out self-coming (self-departure).
4. The forwarding companies can increase quality of service for the cargo owners reducing of delivery terms of cargoes “from a door up to a door” and lowering a total cost of transportation.
5. For our country negative influence of a auto transport to environment due to reduction of harmful output can be reduced.

On June 12 current year for the first time in Kazakhstan the piggyback transportation from station Sary-Agash to station Astana of 5 platforms loaded with vegetables and fruit from Uzbekistans was carried out. The positive responses of consignors of goods about the given transportation had found the place in mass media.

The basis for organization of cargoes transportation and uninterrupted and continuous work of all railway branch is the planning of cargoes transportations. The purpose of planning of cargoes transportations is the maintenance of complete and duly satisfaction of consignors of goods requirements in transportations of cargoes with the least transport expenses, economically expedient distribution of transportations by types of transport, maintenance of uniformity of cargoes transportations and rhythm of cargoes loading, and effective utilization of available resources, technical opportunities and opportunities of a main network.

The planning of transportations from the point of view of the legislation was not endured essential changes. The planning of transportations is subdivided into annual planning, monthly planning on the basis of the applications of consignors of goods.

The annual planning allows determining the volume of transportations and strategy of development of railway branch. Taking into consideration the annual planning application of the transit tariffs in the international transportations and granting of the falling tariffs for domestic consignors of goods in the republican communication and international communication are adjusted.

According to the Law of RK “About railway transportation” the transportations are carried out according to the contract about organization of cargoes transportations concluded between carriers and consignors of goods and the contracts of transportation on the basis of the sent applications. The contract determines volumes, terms of transportations, condition and order of granting of carrier and presentation of cargoes to the transportation.

One of the contracts’ unit is the monthly application on the plan of cargoes transportations. The form of the application on cargoes transportation, order of its registration, filling, the executions, modification and registration are established by Rules of cargoes transportations.

Taking into consideration re-structuring, on the basis of the existing legislation, the interaction of the participants of transportation process under realization of cargoes transportations in market-competitive conditions of functioning of railway transportation provides qualitative changing of planning of cargoes transportations.

The planning of cargoes transportations is closely connected to transportation process and allows effectively using of technical opportunities of carrier, rational usage of all kinds of the rolling-stock, maximal use of their carrying capacity, capacity, increasing of cargoes transportations by routes, reduction of empty running of the rolling-stock, reduction of an idle time of cars under loading and unloading. The participant of transportation process according to the Law of RK “About railway transportation” is the person who is carrying out enterprise activity in the field of railway transportation. Under planning cargoes transportations the participants of transportation process are a carrier, a consignor of goods, a consignee, a forwarding agent. According to the Law of RK “About railway transportation” a carrier undertakes at given period to accept and consignor of goods to give the cargoes for transportation in conventional volume.

The cargoes transportation by means of main railway network is carried out by carrier on the basis of coordinated application of consignor of goods accepted to execution for cargoes transportation.

The applications on the plan of transportations of a cargo are given by consignor of goods.

The monthly planning of cargoes transportations is carried out on the basis of the monthly applications on the plan of transportations of a cargo represented by consignor of goods to carrier not later than for 14 days before the beginning of planned month in the republican and international communications and not later than for 20 days in the international communications to the third countries.

The demand according to the plan of cargo transportations are represented by consignors of goods to carrier, they have to be written on the special forms of the form GU-12 in three copies under the established nomenclature of cargoes.

Each copy of the demand is subscribed by the chief of the organization; the signature is assured by a seal using in financial operations.

The accuracy of the data and codes inserted in the application on the plan of transportations, the conformity of the declared volumes of transportations to organization requirements for export of cargoes, including according to purposes, sort of the rolling-stock, rationality of transportations are responsibility of a consignor of goods.

The form of the demand for the monthly application under the plan of cargo transportations provides an opportunity of the automated data processing by electronic-computers and it is standard for all consignors of goods, making loading in the republican communication, international communication, international communication in the third countries.

Consignors of goods represent for carrier the separate monthly demand concerning the plan of cargo transportations for each station of departure concerning each nomenclature of cargoes, and in the international communication to the third countries to the operator of a main railway network;

under conformity of declared volume of transportations to the contract about organization of transportations and technical opportunities of a carrier for planned month, a carrier passes the monthly applications concerning the plan of cargo transportations to the operator of a main railway network;

the operator of a main network, on the basis of submitted by consignors of goods, carriers and processed by means of the Automated System of Planning of Cargoes Transportations (further ASP CT (ARM MPP)) monthly demands concerning the plan of cargo transportations, develops the project of the summary monthly plan of cargoes transportations taking into consideration the transportations in the republican, international and international communication in the third countries as a whole and subdividing into carriers;

  • the developed project of the monthly summary plan of cargoes transportations the operator of a main network forms into models of the personal accounts according to destination railways, the nomenclature of cargoes and sorts of the rolling-stock, then he and passes to Management of Council on a railway transportation (further Management) the target date to form the network plan of cargoes transportations;
  • the operator of a main network, on the basis of accepted and generalized by ASP CT the monthly demands concerning the plan of cargoes transportations, makes the projects of the correspondence of loaded car traffic volumes for development of technical norms of usage of the rolling-stock with separation the own (rented) park of cars;
  • on a basis of transferred personal accounts the Management in target dates informs the operator of a main network of roads and departures the specified monthly technical norms of usage of the rolling-stock and monthly plan of loading of a cargo according to the nomenclature in tons and cars on the average per day;
  • the operator of a main network announces the plans of transportations accordingly carriers;
  • carriers announce the plans of transportations concerning each station of loading.

    The station before coming planned month establishes as agreed with consignors of goods the order of fulfilment of the demand according to the plan of cargo transportations ensuring uniformity and rhythm of loading within one month, a decade and a day, and integration of transportations and fulfilment of the applications on cargo transportations by exit routes. Consignor of goods give the monthly applications by the plan of transportations of a cargo not later than for 14 days before the beginning of planned month for a carrier and the application of cargoes by routes, in a size of provided by the monthly application according to the plan of transportations in three copies. Carrier in agreement of consignor of goods develops and approves the calendar plan of loading of routes for each day of month and not later than for 3 days before the beginning planned month announces it to stations of loading and consignors of goods.

    Consignors of goods for 3 days before coming a decade are obliged to submit carrier the decade application for loading with the calendar schedule of the sizes of loading for each day of decade under the form GU-11 (ГУ-11). The coordinated order of fulfilment of the application according to the plan of cargo transportations is registered in a registration card of execution of the plan of transportations under form GU-1.

    The monthly applications of the plan of cargo transportations given by consignors of goods after target dates, according to RCT are considered by carrier as off-schedule requests for transportations.

    The applications for off-schedule cargo transportations are given not later than for 5 days before loading. The applications for such transportations are made out on the firm forms of consignor of goods with the indication of the bank and post essential elements, contact telephone, address of e-mail signed by the chief and certified with seal of organization used for financial operations. In case of impossibility of realization of off-schedule transportation the carrier notifies the applicant in three-day term about refusal.

    Carrier refuses in reception of the monthly application under the plan of cargo transportations:

    1) in case of indication in it volumes of loading exceeding technical opportunities and processing ability of the company (consignor of goods);
    2) if consignor of goods, consignee or forwarding agent has debts for transportation;
    3) if consignor of goods demands for overestimated monthly applications under the plan of cargo transportations systematically and didn’t fulfilled them through his fault the previous planned months;
    4) because of impossibility of granting of the rolling-stock for maintenance of declared volume of transportations;
    5) under absence of the contract on operation of approach line or written approval of branch line owner;
    6) under incorrectness, inaccuracy or incompleteness in it the information specified by consignor of goods for input and processing by means of ASP CT.

    Changes of the basic monthly plans under the plan of cargo transportations by carrier concerning stations and destination railway are made under the applications of consignors of goods not later than 15 days before ending of the current month.

    According to item 4 of RCT, electronic file of transportation (further - EFT) is data set taking place in memory of the computer and ensuring an opportunity of drawing up of the documents, necessary for an electronic exchange, and the messages, concerning transportation and support of a cargo. An electronic exchange of the data (further - EED) is exchange data (documents, messages) on cargo transportation made by means of application of information networks, programm and means, on the basis of the minutes, coordinated by the parties concerning given data.

    In the text RCT is stipulated EED.

    If consignors of goods have their own automated system and/or an access to information system of carrier (further - AIS), the applications on cargo transportation can be granted by means of EED if they have appropriate functionalities in IS of carrier. In EED the electronic digital signatures are applied according to the legislation of Republic of Kazakhstan or agreement of the parties.

    RCT determine the order of organization of realization of cargo transportations by railway transportation of Republic of Kazakhstan.

    Transportation of cargoes by rail in the international and transit communication through Republic of Kazakhstan are carried out according to the legislation of Republic of Kazakhstan and international contracts, ratified by Republic of Kazakhstan.

    Nowdays work on revision of SIC (SMGS) is realized for perfection of organization of transportations. New edition of SIC is completed on the basis of existing SIC in view of rules of CIM (StIM) of edition of 1999 reflecting the appropriate structural reforms spending in railway sphere of MSR (OSZhD).

    Safety of cargoes and cars

    According to article 33 of Laws of Republic of Kazakhstan “About railway transportation”adopted on December 8, 2001 N 266 (further Law) a carrier and an operator of a main railway network must guarantee:

  • safety of cargoes during transportation;
  • protection of objects of railway transportation taking place in their property according to the list confirmed by an authorized body;
  • realization of fire-prevention measures and fire suppression on railway transportation.

    According to article 41 of Laws, consignor of goods has to prepare a cargo for transportation so that it provides safety of movement, safety of a cargo and rolling-stock.

    According to article 62 of Laws the responsibility for safety of a cargo and rolling-stock on approach lines is on the accepted party. The responsibility of the partner before branch line owner is determined by the same rules, by which branch line owner is responsible to carrier.

    According to article 76 of Laws carrier has to ensure safety of luggage, cargo, freight-luggage from the moment of reception them to transportation till the moment of delivering to consignee, addressee.

    The property accountability for loss, shortage, damage (spoiling) of luggage, cargo, freight-luggage is passed from the moment of their reception-delivering.

    On the basis of the data concerning supposed routes under cargo transportation through the stations Zhaman-Aschi – Zhana-aul, Degelen – Altyntau, Myrza – Balhash, Nura - Balhash, Nura - Zhezkazgan, Nura - Topar, Medeu - Karabotano, Medeu – Kulsary, Iliyskaya - Karabotano the Department of Freight Traffic directs to the Department of Economy and Finance and to the Department of Corporate Development the information for definition of the charges and incomes and calculation of the tariff under realization of the JSC “Kaztemirtrans” functions of Carrier.

    The calculation of an economic expediency and calculation of the tariff on June 09, 2006 was submitted only on routes Zhaman-Aschi – Zhana-aul, Degelen – Altyntau, Myrza – Balhash, Nura – Balhash, Nura - Zhezkazgan, Nura - Topar.

    Routing transportations through the stations: Zhaman-Aschi – Zhana-aul, Degelen – Altyntau, Myrza – Balhash, Nura – Balhash, Nura - Zhezkazgan, Nura - Topar consider expedient. Expediency of routing transportations through the stations: Medeu-Karabotano, Medeu-Kulsary, Iliyskaya-Karabotano has to be determined after answering of Department of Corporate Development concerning economic expediency and calculation of the tariff. The preparation for realization of transportations stopped untill the decision of the Department of Corporate Development on decreasing of the tariff for given services in organization of routing transportations of cargoes would be taken.

    Improvement of services under work with consignor of goods.
  • perfection of service quality and putting of technological process according to the international standards;
  • as the basic stimulus of increasing of technological and economic efficiency of cargo transportations it is necessary to carry out competition among carriers giving service in cargo transportation. First of all it will be allowed to increase the speed of transportations and to exclude unfairly high idle time of freight cars in items of processing of cargoes;
  • development of the market of transport services;
  • it is necessary to the simplify the procedures and reduct the time of realization of the customs, transport control and other kinds of the control by means of organization of united posts of supervising bodies;it is necessary to develop and modernize a railway infrastructure of the enterprises-consignors of goods for the purpose of dismissal of loading resources and to reduce idle time of the rolling-stock under cargo operations on approach lines of the enterprises.

    According to item 90 of Rules of Cargo Transportations confirmed by the Minister of Transport and Communications of Republic of Kazakhstan adopted on November 23, 2004 №429-1 (further – RCT (PPG)), the reception of cargoes for transportation is carried out at approach lines of common usage and approach lines of the client. The list of stations opened for cargo operations is published in a Tariff Management №4.
